I am pretty sure, you can only achieve this by creating the data yourself manually, and this requires writing a little program. There should be libraries for many programming languages that might help, relieving you of dealing with things like file headers. Just write a bytestream to the sample sections of the file, place your zeros where the upper 16bit are....
