Reproducing downsampling effect on guitar tone
Audacity (and probably other resampling algorithms as well) use filters that are steeper than 48 dB/octave. The difference might be audible.

Win Xp has a sound recorder which can convert wav to ADPCM 8khz-4bit mono file
You can copy "sndrec32.exe" from xp to install on window 7.

There doesn't seem to be an already existing tool for your purpose. (At least, I couldn't find one). You might have to build your own tool in your language of choice.
