What is the ideal headphone target response curve?

I have learned that for a flat sound projected in front of a person, our ear canal has a natural resonance at around 3kHz. But I've also seen the Harman Target Response Curve and it also has some peak around 3kHz. Why is that?

Why would I want an earphone receiver who has a peak response around 3k when our ear canal naturally peaks the sound wave at 3k? Wouldn't it be redundant?

Also, is this response preferable for a hearing aid receiver? Or is it different compared to a normal headphone receiver?
